NJ bill would ban horse slaughter

sell or barter, at wholesale or retail, for human consumption, the flesh of a horse, or any product made in whole or in part from the flesh of a horse. Any person violating the bills prohibitions would be guilty of a disorderly persons offense, and would be subject to a minimum criminal penalty of $100 and imprisonment of not less than 30 days. Such a person would additionally be liable to pay a civil fine of between $500 and $1,000 for each horse slaughtered, and for each horse carcass or meat
