The Ocean Shipping Reform Act, passed unanimously by the Senate and with a large bipartisan majority in the House, is the first time since 1998 that Congress has passed legislation to overhaul ocean shipping laws. The bill mandates the Federal Maritime Commission to complete rulemaking defining unreasonable refusal of U.S. exports.
