Reacting to the report, the Department of Health and Human Services (which oversees the FDA) said that it (in Shames words)neither agreed nor disagreedwith the report recommendations.

Nonetheless, Shames added that the FDA had also replied with an action plan explaining how it would address most of the issues raised.
