(2)drugs to be marketed in China for the first time; and
(3)other drugs specified by the State Council.
The testing items to be charged for the drugs listed in the preceding paragraph and the rates of fees shall be decided on and publicized by the financial department together with the competent pricing department under the State Council. Measures for collecting fees for testing shall be
