These shoppers are choosing cheaper, tax-free, used or contraband merchandise over visiting shopping malls or department stores like Sears, owned in Mexico by billionaire Carlos Slims Grupo Sanborns . Competition from so-called informal vendors is part of the reason Mexicos retail
