Chesterfield Chief Engineer Aimee Nassif said work should begin soon on the Wendy's as well. The project was initially approved over the summer but was then delayed when some minor changes were made to the site plan.
It would mark the first establishment in Chesterfield for the fast food chain, which is also opening a location nearby in Ballwin.
The two parcels containing the Valvoline and Wendy's are part of a slightly larger, 6.72-acre development and the property is owned by THF Realt
